Performs all the duties of the mayor on the activities of the executive bodies of the city council in the event of his absence or the impossibility of fulfilling his duties for other reasons.

Organizes the work of the housing and communal services, attracting enterprises, institutions, organizations, private entrepreneurs to participate in its development on a contractual basis. Control and directs the work of the Department of Housing and Communal Services.
Responsible for the course of privatization of housing, the implementation of housing policy in the city, controls and directs the activities of the legal department in terms of keeping records and distribution of housing.
Supervises the organization of the work of the department of state social benefits of the UTSZN in terms of the provision of housing subsidies.
Supervises the activities of the dispatch service under the executive committee of the city council.
Provides and coordinates the process of creating and operating condominiums.
Organizes and coordinates cooperation with other enterprises that provide water supply and sewerage services, heat supply services, facilities maintenance services on the territory of the community, regardless of their subordination and form of ownership.
Provides cooperation with the Korosten branch of Zhytomyrgaz JSC.
Controls and directs the activities of the Civil Protection Department.
Coordinates the activities and is responsible for cooperation with the Korosten city administration of the DSS of Ukraine in the Zhytomyr region.
Responsible for the state of the natural environment in the community. Organizes work on the formation and implementation of environmental policy, ensures cooperation with the representative office of the state administration for environmental protection.
Promotes the work and provides assistance to the city meteorological station.
Provides preparation for the conclusion of contracts with the heads of enterprises of housing and communal services, the communal enterprise “KorostenBud”, the communal institution “Korostenska Miska communal service on the water”, preparation of amendments and additions to them.
Organizes the analysis of the financial and economic activities of subordinate enterprises, providing monthly information on financial indicators of their activities to the management of the economy.
Provides suggestions for bonuses to employees of subordinate structural divisions of the executive committee, heads of subordinate enterprises, institutions, organizations of communal ownership.

Submits proposals for changing budget revenues and expenditures within the limits determined by legislation. Carries out control over compliance by enterprises, institutions and organizations with obligations for payments to the state and city budgets. He is in charge of the management of property in the municipal property of the city, organizes the development of programs for its privatization and controls their implementation. Coordinates and directs the activities of the Department of Economics, city financial management and controls the work of the accounting department of the executive committee. Responsible for the development of entrepreneurship in the city, ensures active cooperation of the executive authorities with business structures. Organizes cooperation with the registration service of the Korosten city district administration, the local body of the state statistics service, the city employment center, Korosten Intercity Technical Inventory Bureau.
Responsible for the implementation of systemic computerization of enterprises of communal ownership of city budgetary institutions and executive bodies of the city council, ensures cooperation with the enterprise “City Information Center”.
Organizes cooperation with public organizations “Regional Development Agency”, “Association” Council of heads of enterprises of the city of Korosten “, other public organizations and associations of entrepreneurs of the city.
Coordinates cooperation with industrial and transport enterprises, small and medium-sized businesses, communications, trade, public catering and consumer services, city markets and trading platforms.
Organizes and coordinates the cooperation of the executive committee on the replenishment and execution of the city budget with local bodies of the state treasury service, the state tax service, and the state financial inspection.
Organizes cooperation with local and regional offices of the Antimonopoly Committee, State Property Fund, Pension Fund, State Labor Inspectorate.
Coordinates the activities of the chief specialist on labor protection of the UTSZN.
